to the Political Conference of the Pan-Russian Social-Political Movement EURASIA (March 1, 2002)
1. Eurasism and foreign policy
Main principles of eurasism (general observations)
1) The path the West has taken is destructive for itself and for all
those who are tempted to follow it. The same West must be saved. Its civilization
is spiritually empty, false and monstrous. Behind economic prosperity there
is a total spiritual degradation. We do not need prosperity at the price
of losing our human face. If the West insists on this road, let it fall
alone into the abyss.
2) The originality of Russia, its difference from both West and East,
is a positive value. It must be saved, developed and taken care of.
This implies evaluating the international political situation.
What do we see in the world?
Globalization
Americanization
Both these process are extremely negative from the point of view of
eurasism. We can see their progress and, in parallel, the mounting resistance
against them. This is OUR resistance. We contribute to it as much as we
can, and we must rise to the vanguard of this process not only in
Russia, as also across the world.
Some concrete events:
September 11 2001. We issued the booklet «The Geopolitics of
Terror » it contains a detailed evaluation of such events.
We feel sorry for the thousands innocent victims, we condole those who
suffered. But the US with their typical hypocrisy turned the tragedy into
a reason for expansion: they redeem their sufferings by causing tenfold
suffering to the others and reinforcing their own positions. The US exploited
sorrow in order to strengthen their positions in Central Asia, with no
ceremonies, under the cover of the fight on terrorism, taking roots in
the Russian zone of influence, in the Asian countries of the CIS. This
was a heavy blow against the eurasist strategy. American bases have come
to stay for a long time. Our regional influence is being undermined.
The continuation of strategic aggression against Russia is in the events
of the Pankisi Gorge. The West protests against Russia hardening its operations
in the fight on terrorism, while the West itself it is ready to fight against
it.
This is an open usurpation of the monopoly on violence by the Americans.
Who will come next? And what if they declared that Bin Laden is hidden
in the Moscow hinterland?
It is high time we gave all this a decisive rebuff, we revise our positions
on Lurdes and Kam Ranh, we put an end to the infamous fraternization with
the West, which while only yielding negative results and pleasing a handful
of urban civil rights campaigners is but a source of despair and rage
for the majority of the Russians.
Another subject is Catholic expansionism. Here the geopolitical sense
is more complex. Catholicism symbolizes Europe, the same way as Orthodoxy
symbolizes Russia. The provoked conflict hinders the development of Russian-European
relations. These relations are very relevant for eurasism.
The contemporary united Europe became a new geopolitical subject after
the end of the cold war.
From the cultural, social and political points of view, she is close
to the US, but her geopolitical, geostrategic, economic concerns, on the
contrary, are close to Russia-Eurasia.
Europe has severe cultural, social and political differences with Russia,
yet also has common geopolitical and economic concerns, especially in the
field of common resources.
Here is the key to the strange untimely decision of the Vatican. It
is a step aimed at distancing Russia from Europe through emphasizing the
gap of spiritual values. Who stands to gain from this? Neither Europe,
nor Russia, nor the Vatican, nor the Russian Orthodox Church. Only the
US do.
We are for dialogue with Catholicism: but in this case there is no dialogue
but provocation, analogous to NATO eastward expansion.
2. Eurasism and domestic policy
The main theoretical theses of eurasism in domestic policy are:
1. Reinforcing the strategic unity of Russia, her geopolitical
homogeneity, the vertical line of authority, curtailing the influence of
the oligarchic clans, supporting national business, fighting separatism,
extremism, localism.
This line is consequently shared by President Putin. A system of Federal
districts is being developed.
In this direction there have been substantial achievements.
2. Eurasist federalism. Conferring the ethno-cultural formations
the status of political subjects, enforcing the principles of the «rights
of the peoples».
Little has been done in this direction, for the time being. This autonomist
moment must find compensation in geopolitical centralization.
Little has been done yet. But this is a vanguard idea, and we
shall develop it.
3. Eurasist economics
Autarchy of the great spaces, economic nationalism, subordination of
the market mechanisms to the concerns of the national economy. Mikhail
Leontiev [Russian journalist and political analyst] calls it: «de-privatization
of the strategic sectors of the economy».
This process is going through its initial stage, it is now not very
consequently carried on.
The eurasist image of Putin
Here it is necessary to enter into details about the way the eurasists
look at our President, V.V. Putin, whom we radically support.
We, the eurasists, have our own image of Putin, his eurasist image.
In our eyes Putin is a supporter of an étatist power policy,
a patriot strengthening the vertical line of authority, an Orthodox Christian,
true to the Russian spiritual roots but loyal to the other eurasian traditional
confessions. Putin is for us the one who saves the country from separatism
and disruption, and encourages the integration processes within the frameworks
of the Eurasian Economic Union (EEU) and the CIS; one of the pioneers of
the creation of the EEU.
Putin is for us a president above the parties, embodying the hopes and
expectations of the Russians’ majority the so-called «Putin’s majority».
According to an opinion survey led by the VCIOM (Pan-Russian Centre for
the Study of Social Opinion), 73% of the Russians consider Russia as an
Eurasian civilization, while only 13% consider her as a part of the West.
Putin is for us an eurasist, majoritarian, popular president leaning
on 73% of the population and trying to change the opinion of the remaining
13%.
This eurasist Putin enjoys full and radical support from EURASIA.
But some definite forces in our society try to build a different, much
less attractive image of the President: «Putin as the leader of a
handful of urban civil rights campaigners», «Putin as a good
old friend of Bush jr», «Putin as a follower of the Gaidar-Chubais
reforms», i.e.: «Putin as the President of the pro-western
atlantist minority ». These image-makers calculate to compensate
for the faults of such rather unattractive image using political
know-hows and totalitarian p-r. This is a dangerous road, a bad service,
if not something much worse.
The best p-r and the most efficient political know-how is Truth, Good,
Rightfulness, sincere service to our great people and state.
We are ready to fight for Putin. We need a president of the majority.
A president who is popular, eurasist, above the parties. And we do believe
that such is the true Putin.
3. The Pan-Russian Social-Political Movement EURASIA: stages of our path
During its nine months existence the movement EURASIA has reached
the maturity required for becoming a Party.
The eurasist idea proved surprisingly attractive.
It attracted intellectuals, scientists, youths, it was enthusiastically
greeted by the believers of the traditional confessions. Many representatives
of national movements including the Russian found in it an ideal tool
for the accomplishment of their political aspirations. EURASIA became the
voice of the «pan-Russian nationalism» (according to Trubetskoy’s
expression), of the creative aspiration of every Russian ethnos to
express, to save and to strengthen its own identity.
According to a sociological survey, 100% of the representatives of the
humanist intelligentsia acknowledge eurasism as a philosophy of ideology
and a political phenomenon. Approximately 50% of them either identify themselves
with eurasism, or sympathize with it. From the remaining 50%, half of them
considers it as an interesting yet disputable phenomenon, the other half
has a negative attitude. The numbers are exciting.
We achieved serious successes also in the mass sector. The best situation
is in the Urals, in the Sverdlovsk and Chelyabinsk areas, in Voronezh,
in Kursk, in the Krasnoyarsk district. As we could observe, the Urals seem
to be densely populated by eurasists. Today more than 5,000 members, that
is about half the movement’s members, are from the Urals, Sverdlovsk and
Chelyabinsk (including the province). This phenomenon has cultural, ethnic
and historical roots. But much depends and on activity of the leaders.
In the Urals are our most active cadres Aleksandr Ivanovic Baraksin,
Leonid Grigorevic Zvezdin, Galina Vladimirovna Sachko, Stanislav Nikolaevic
Nekrasov.
A very great success was achieved in the direction of traditional confessions.
We actively participated to the 6th Universal Russian National Council
(December 13-14 2001), headed by the Patriarch. President V.V.Putin took
part in the initiative. We published the digest «The Russian Orthodox
Church in the space of Eurasia » with the Council’s materials.

We have rather special connections with the Central Spiritual Management
of
the Muslims. We look at the Russian Muslims as to an organic part of EURASIA.
Our Conference «Islamic
Threat or threat to Islam?» proved, alas, prophetical. We
have shown that various extremist sects are acting as the agents–provocateurs
of the West, discrediting the whole Islam. Much has been said at the conference
about the provocative role of wahabism and personally of Bin Laden. All
this was fully confirmed on September 11, 2201 and by the following events.
The conference digest became a best seller, its reprint is already disappearing
from the shelves.
Our connections with other confessions with Judaism and Buddhism
grow stronger. Among the other initiatives we issued books by the Jewish
eurasist Yakov Bromberg («The Jews and Eurasia») and
by the Buddhist Kalmyk eurasist Khara-Davan «The Mongolian Rus’».
We shall organize public presentations of these books in the near future.
Great success of eurasism in the CIS countries.
Eurasist movements, now on the verge of joining the party EURASIA, exist
in Kazakhstan, Armenia, Ukraine, Belarus, Tadjikistan and Georgia. The
party EURASIA is officially registered in Latvia.
Even in more distant foreign countries there are eurasist currents.
In England («Eurasian Movement»), in Italy («Archivio
Eurasia»), in Israel, in Pakistan, in Austria. Groups in France,
Belgium and Spain are preparing for registration.
We have issued a significant amount of theoretical literature with world-view
materials. Many texts have been translated into foreign languages, so it
is possible to speak about the first steps of the true Eurasist International.
4. The building of the party and the electoral outlook
Let us state here once again our party principles. Starting from
them we may draw our plans concerning our electoral outlook.
We elaborated five different directions, showing what the EURASIA party
is all about.
1. The EURASIA party is the party of the patriots of Russia, of the
étatists. Our patriotism is not only emotional, but scientific,
founded on geopolitics and its methods. Eurasism = scientific patriotism.
We might say that ours is a geopolitical party.
2. The EURASIA party is a social party. Eurasist economics
rejects liberal dogmatism and believes that the development of the market
must serve the national interest, rather than the opposite. Our authorities
in economics are neither Marx nor Friedman, they are John M. Keynes, Friedrich
List, François Perry, Sylvius Gesell. It is the economics of the
«third way», where State interest are in the place of command,
where administrative resource are de-privatized. Following List, our eurasist
pattern might be called as «economic nationalism».
3. The EURASIA party is a traditionalist party. It is founded
on a system of values elaborated through the centuries by the traditional
Eurasian confessions Orthodoxy, Islam, Judaism, Buddhism. This is a very
important point to us. We do not simply pay lip service to religion as
to a cultural relic, as a tribute to polit-correctness. To revive the traditional
faiths, to establish the dominant and founding role of religious values
in the society, to fight for spirituality, intellectual development, higher
ethic ideals this the axial and main task of the party EURASIA. Our Church
is separated from the State, and this is right; but she is inseparable
from the society, culture, education, information. We stand today in a
total crisis of moral and spiritual values. We resort to the traditional
confessions as to a safe haven, we trust only them in this issue. The overwhelming
majority of the members of EURASIA are believers, first of all Orthodoxes,
then Muslims, Jews, Buddhists, and so on.
4. The party EURASIA is a national party. In it the representatives
of the national movements first of all, Russian but also Tatar, Yakut,
Tuva, Chechen, Kalmyk, Ingush and all the rest can find a way to express
their political and cultural aspirations. For eurasism the people is the
highest value. According to Herder’s words, «the peoples are the
thoughts of God» .We stand for the conservation of the peoples before
the levelling global pseudo-culture, before economic genocide and legal
violence. The national movements of the peoples of Russia have positive
creative features. The party EURASIA is the ideal political platform for
their realization. At the same time, we strongly oppose every kind of chauvinism,
xenophobia, extremism, racism, national exclusiveness. Against negative
nationalism and separatism we shall lead an uncompromising struggle.
5. The party EURASIA is the party of regionalists. Life
in the megalopolis corrupts the people. The big cities are the seminaries
of sin. People have but alienated relations within them. Manipulations,
adventurism, outrage, violence prosper. We believe that the rectification
and salvation of Russia will come from the regions, where the people have
saved their roots, solidarity, the sentiment of the land, nature, fellowship,
family values. The scarce attention thet the megalopolis and the
capitals pay today to the regions raises «from the deep» of our people
disgust and rage against the federal centre. Its image is repelling. But
such rightful hostility turns into localism, and is used by the local bosses
for fuelling artificial separatism. So positive regionalism turns into
negative. In the party EURASIA every positive regionalist tendency will
find its platform. We shall be the spokesman of aspirations of the real
Russia to the federal centre, always overlooking what happens beyond the
borders of the «great Moscow».
In the long run all megalopolis must be partitioned. Our slogan is:
«Forward to the land»!
From this review one may easily conclude about the enormous electoral
perspectives of the EURASIA party. Especially in the regions and national
republics.
We are not and we do not aim to be a party of power. To an even lesser
extent we belong to the opposition. We are neither the former, nor the
latter.
We are the party of an Idea.
Just in this direction we must go during the next three months, to May
30 2002 on this date is scheduled our constituent congress, if, of course,
the Political Council will make today the decision to back the resolution
of the leadership of the Movement EURASIA about turning into a party.
